literally every one that does the realism look for cyberpunk says there are certain conditions that need to be met for it to look it's best. having no idea what you're talking about while trying to give input is what's actually meaningless.
Setting the sky to Heavy Clouds in the Appearance Menu Mod (AMM) is necessary to achieve the expected visual effect, but you can use another type of sky if is bring a visual effect that you like it.
