Very good looking, she reminds me a bit of my last Fem V. I'm not saying she really looks like her, but there's certainly similarities in the way she dresses and such. Nice work!
Assuming you have WolvenKit installed, browse to archive\base\characters\head\player_base_heads\player_female_average\ in asset browser, add h0_000_pwa__morphs.morphtarget (head), he_000_pwa__morphs.morphtarget (eyes) and heb_000_pwa__morphs.morphtarget (eyebrows) to your project, then use export tool to convert them to .glb format. Import those into Blender. Each of the imported meshes would have a bunch of shape keys corresponding to various presets you can pick in the game. I just picked one, and reshaped the entire face for that key. Or you can just reshape the base mesh, i guess. Once you're done, export the meshes back to .glb format, and in WolvenKit, use import tool to convert them into game format.
If you want to make to make various customization options, like eyeshadows, lipstick, tattoos, cyberware etc. to conform to your new shape, you'll have to export .morphtarget files used by them, and reshape all of them.
