Makes modded (and vanilla) weather affect the Badlands and other areas of the map that it usually doesn't, as well as fixes some minor fog/lighting issues with env mods...

Changelogs
Version 1.0-mcv
Added "More Complete" version, which attempts to remove more of the added fog around the city... I didn't want to add these to the main version because I want to keep that file simple and straight to the point (to fix random weather swaps in areas of the map)... This version contains the same files as the main version, plus more... It will not affect weather swapping any more than the main file does, but should help with the added fog in some areas... This version will likely see more updates, but the main version will probably remain as-is forever (unless CDPR happens to update and break it)...
This is for "Env" lighting/weather mods to fix the modded lighting and weather not affecting certain areas of the game properly, such as the Badlands, Dogtown, and Arasaka Waterfront, as well as to get rid of some other visual effects throughout the world, such as the pollution near the landfill in the Badlands or extra fog in some areas... This may not affect everywhere in the game, but seems to affect all of the open world (I'm trying to keep the mod as minimalist as possible, and also trying to avoid messing with scripted quest lighting)...
Works in vanilla to give the Badlands proper weather cycling also
