It's available in one of the modding discords (i think the one with 77 in the icon) as an exclusive (tough public and free), but you'll have to dig for it.
Could you give us a link or something specific? I fould and joined some modding discords, and one of them has an icom with 77 in it. But all I managed to find there is a link back to this page, posted by a bot. This post only has 1 like, so I suspect this is wrong server too.

Yes, but I won't do it immediately. I still want to find a way to add a swapper for hair highlights. Somewhat worked a couple months ago already, but had multiple bugs. Currently prioritising learning hair modeling from scratch tho, but I will look more into this kind of stuff eventually.
It's a custom cap texture, i think it's available in some old exclusives chat in one of the modding discords, but i really can't recall at this point. Might be answered below in comments, also not sure. GL on your hunt tho. (It's defo public somewhere not on nexus).
