I would agree, but i rather have empty roads them 40 bajillion car looking things in stream that just blip away, or are completely in the wrong local for it.
In all the open world that I have known like GTA or Tom Clancy's Wildland, there are these 2D cars but only seen from afar and it adds life on the roads, at night we can see the headlights from very far, but in CP they disappear too close to the player, the depop setting is really bad.
I'm also annoyed by those "billboards" (it's how the technique is called), but for a different reason: Since they're all fake - there's no actual cars there - if you do for example accelerate towards them, they just suddenly disappear in front of you, instead of turning into "real" cars. If they were only visible far away, i'd actually like them. Isn't there some kinda ini-setting, to push the boundary between billboard-cars and real cars further away?
Functionally it wouldn't make any difference, rendering those low rez images already had little performance impact. The game is essentially rendering a dummy file with this mod, meaning there isn't going to be any impact on your GPU whatsoever. Loading like, what, a byte in to memory isn't going to be an issue.

Thankfully this mod fixes that. Sure, the streets look a bit empty at a distance, but at least they don't look stupid!
