Can you please describe values for External Capacitors in more detail? Increased Charge Speed, Reduced penalty, yes yes all well and good, but how much? Concrete percentage would be nice.

In this case yes, since one is the confluence of different factors and for the other saying "half the value of a hidden variable that's different for each gun and you have no idea what amounts to" is meaningless. It's a noticeable improvement in ways that nothing else improves, so it's not like you have to compare it to alternatives either.
Would be neat to have a combined Ballistic Coprocessor and Smart Link with slightly lower stats, to enable easily switching between power ricochets and smart targeting weapons on the fly without needing to sacrifice Immovable Force. Couldn't find one anywhere else, so I'm asking if you'd be willing to add one. There's one that combines them into Immovable Force, but I'd rather have at least some downside to having both abilities.
That's what I'm curious about, can't we just literally do this same thing using Equipment-EX tho? Maybe this is for ppl who don't want all of those extra options...

Greetings. What does "malus" mean on the External Capacitors? The obvious I assumed was it reduces the damage fall-off from piercing surfaces. Is that right?
That'd be me making an hilariously wrong assumption about the english language. New version has that sentence reworded, to bring it more in line with the game's own terms. Your assumption was correct, thanks for bringing this up
