I believe it's ray reconstruction that actually destroys the resolution/quality of light effects like this. It makes them look super low res and pixelated. I first noticed it with things like bullet tracers (I tested with Fenrir SMG) and sparks from bullet impacts hitting any kind of metal object, such as cars. Maybe it's a combination of ray reconstruction with DLSS only having a low res source to work with.
