if it doesn't work in shops whats the point of the mod? if I'm already in my crafting screen and see a item, doesn't that naturally mean I own the recipe?
The point of the mod is that when you go into your crafting menu you want to know if you already have Epic Reboot Optics in your inventory before you craft another one (if you play netrunner you quickly realize this is a problem).
I think it's not much of an issue in shops because the game (I think) already filters out crafting specs you already own.

dear author, it would be cool to make such ticks for the crafting menu. If there are the right ingredients for crafting, then the tick is worth it. And then in the game, it is very difficult to distinguish what can be crafted, and what there are no resources for
The game already has a way to distinguish craftable items from ones you don't have the ingredients for. For example, in this image the weapons on bottom can be crafted, but the ones on top can not:
