I get this error (CTD) the moment I hit the keybind
"It appears this mod also enables Ray Reconstruction for standard RT, where slight performance degradation is to be expected in return for better visuals so use it at your own discretion."
It's the other way around. RR improves performance but degrades quality when used in conjunction with standard RT. It might appear to improve lighting, but it comes with heavy blur. There's a reason they didn't enable it for standard RT yet.
It depends on a lighting, situation, your resolution and DLSS setting used. Basically any setting that affect details and post-processing or effects might improve image quality or introduce any blur like you've said. Anyway, that was a byproduct of the thing mod was supposed to do in a first place and I was surprised it worked like that, the main idea was to switch RR on the fly, mainly for photomode purposes which it does, everything else is the extra some ppl might want to use since you can mod settings file to enable RR for standard RT but it will toggle off if you'll go to the settings and change anyting there.
Not sure why you would want to switch off ray reconstruction in Photomode... isn't ray reconstruction raising the quality of the photos? Or are there problems with it?
It usually makes things visually more pleasing most of the time, yes, but not without its problems, especially in poor lighting situations or where there is a hard mix of various "artificial" light sources and sunlight, where some NPC features can be slightly distorted, like if the person was moving during the shot.
Here's what I'm talking about. I was using external camera tool to better capture the problem. Just look at how facial features get distorted when there are not enough light sources around when you make a character stationary, i.e. by pausing the game or using photomode : https://streamable.com/0d45xs. For a contrast here's a result when tech works as intended and reacts in a proper way : https://streamable.com/kxovgs
This mod actually enables RR during standard RT further increasing quality of reflections etc. There are minor issues with it but overall its worth using it ON. Big thanks for this mod!

Does the mod just not work in 2.1?

Don't know about HDR though, but I'll look into that
HDR toggler is now available here https://www.nexusmods.com/cyberpunk2077/mods/11036
