While waiting on Mod Settings to update you can turn on the features you want inside the restrictcraft.reds file. Open this file in notepad/Notepad++/whatever text editor or IDE you like.
The settings and the line they are found on are below. Bold text are values you can set. Change the underlined section to the value you want to use.
Line 13: Change AllowVehicleCraftEnabledEnum.Off to AnyVehicle or PlayerOwnedVehicle. This determines if you can craft in cars or not. let AllowVehicleCraftEnabled: AllowVehicleCraftEnabledEnum = AllowVehicleCraftEnabledEnum.Off; Line 19: Change false to true. This turns crafting restrictions on/off. let RestrictCraftingEnabled: Bool = false; Line 25: Change false to true. This turns upgrading restrictions on/off. let RestrictUpgradingEnabled: Bool = false; Line 31: Change false to true. huh. weird. I checked only H10 and Judy's apartment and both were working.
Let me remove LHUD and see if that matters.
update: seems it's working at H10 without LHUD as well.. not sure what caused that. If you have Limited HUD, enable the location setting for the minimap (Mod Settings/LHUD/Minimap/Show current district), and you should see your location below the minimap. For me, it showed "V's apartment" when I was inside the H10 apartment. (I'm using enum as the condition for this mod, and it'd work if you see this district name.)
Weird, the minimap is saying "Little China" rather than "V's Apartment"
Maybe a mod incompatibility, I'll report back when I find out what's causing it. (confirmed that it's not an issue caused by this mod)
Edit: This issue is caused by the mod Armed Apartments. I suppose it functions by removing the "Apartment" location. Sorry for assuming the update to this mod was the issue and thanks for helping me fix it <3
It's alright as long as the code now works for you.
Looks like the author disabled some updating event or changed the apartment area in vanilla game to enable using weapons in the area. There're probably better way to handle it, but I'll leave it to the author.
This mod just took an older modder's work (their mod page provided permissions to reupload) and got it working with 2.0. Phantom Liberty wasn't released when the original mod was created and I didn't add it.
No plans for this at this time. If someone else wants to attempt to add that location they're free to do so.
Running v2.02 without mod_settings at the moment, so I have no way (in game) to turn the mod on. What do i need to edit inside the script to get it working? Also sometimes the mod settings mod takes a bit to get updated, IMO it would be a welcomed change to have the mod active by default so that's not an issue for people in the future. :) Anyway I really love this mod, it has been a perfect addition to my hardcore mod collection! Thanks for your work on this.
I've been busy on a different project. I'll look into this when I can. The start of the script has all the mod settings values. Changing those values should resolve your issue. I can provide a more detailed response later when I have time to open the script.
Back in 1.6 I had a modder add the ability to craft in cars to this as well. Was kind of rad. Only had it for personal use, might still have a copy around. I wonder how tough that would be to move over.
If you can get me that file I'll see if I can update this. I have been playing around with the this mod more so I'll upload a new version whenever I'm done with that. I restricted disassembling to only inside the apartments too. Looking into mod settings options so people can choose which parts they want to restrict.

Quick update. Function is working but that specific tweak doesn't differentiate between if you're in a player owned car or not.
I'm working on a version that will only allow crafting in a player owned car before uploading the new version. Hopefully I'll have it done some time this week.
Crafting in a car sounds great. It's plausible that you'd have some crafting gear in the boot, and be able to craft useful things out in the wild. I think even on a bike you might have some tools, though I suppose having a fine grain on what you can craft where would add another layer of probably pointless complexity :)
What did you have in mind for per vehicle restrictions? I can't promise anything but it may be possible to restrict certain functions or item categories (weapons, quichacks, ect.) to car only and limit what you can do while on a bike.

Make sure to check 'mod settings' in-game upon installation to set/confirm parameters
