1. Download and install Wolven Kit
2. Create a new project and add base\gameplay\game_time.curveset file
3. Open time curveset in curve editor
4. Here you will see default time curve, where Time means hours in 24-h format (not sure what negative and >24 numbers mean here but I edited all of them) and Value means timescale modifier.
5. Some reference values
Time 1.0 means that 1 ingame minute equals to 10 realtime seconds. The lowest possible value for time seems to be 0.13 which makes 1 ingame minute equals to ~58 realtime seconds.
6. Double-click on Value cells to edit, then save your changes (for the screenshot I flatlined everything to realtime values with 0.13)
7. Use Install mod button to make the .archive file inside your Cyberpunk 2077\archive\pc\mod\ folder

looks like -1, -0.67, -0.33 are all 1.00, same as 24.33, 24.67, and 25. everything else from 0.00 to 24.00 are set to 0.12
so i'm guessing that we need to ignore the ones outside of the 24 hour clock. not sure exactly. i'm sure that OP of mod can answer why if they know.
i've been scouring game files for day/night cycle info to look into possibly being able to edit it without much luck. a few things that look like they might be on the right track. but no idea.
so yeah. just FYI for anyone reading this wondering why their modded timescale file curveset isn't working. the mods you can download for game time tweaks don't edit the hours outside 24 hour period.
i don't know how to share a screenshot else i would. but it looks like this:

they deleted the entries and just did 0.00, 1.00, 2.00, etc. etc. etc. 21.00, 22.00, 23.00 (then nothing more)
and it worked. so i'm not sure why the default has -1 to 25.... maybe to account for weird sunrise sunset?
Value 1.00 now means 1min ingame = 7s real time
Value 0.14 is 1min ingame = 60s real time
Value 0.10 is 1min ingame = 75s real time
