This Mod aims to let you colonize any province that doesnt have a character, uninhabited islands and such, and will eventually edit up some currently occupied provinces to become ruins.
Additionally, this mod adds custom flags to all added regions, and a new religion "The Old Ones" to certain jade sea/summer sea provinces

AGOT Green Valyria goes quite well with this mod, not lore friendly though, im afraid
Future:
evil events for some added provinces, valyria, ulthos, etc.
More provinces
perhaps a special "Wilderness" culture, as opposed to ruins, if I can ever figure it out
changes to currently colonizeable and occupied areas ex. Ifeqevron becoming wilderness vs dothraki domain, and areas like north road, brandons gift, etc. becoming ruins.
Known Issues
Some of the new counties may have poor placement for their holdings, this needs to be fixed, although I haven't become sufficiently confident to attempt it. It is something I'll be looking at in the future, sometime before or after modding in the new events for provinces.
Installation
Add the zip contents ( mod folder and .mod file) to the folder:
"yourdrive:\Users\yourname\Documents\Paradox Interactive\Crusader Kings II\mod"
Activate in launcher
