    Finally got it to work. The below guides helped but it wasn't as straightforward as it first seemed.

    First of all, the whole point of Ishtar is to create an additional pak file that tells the game that there are multiple standalone clothing mods. Otherwise you can only use one.

    1) extract Ishtar either in the \\CodeVein\Content\Paks\~mods\ folder where all your active mods are kept, or to another folder.
    2) all standalone clothing mods i.e. pak files must be copied in the same folder as Ishtar.exe is found
    3) might as well mention this here but make sure all your mods are named correctly: file names must end in _P and no other underscores are allowed e.g. ClaireOutfit_P.pak
    mods that don't follow this naming convention will likely not function e.g. ClaireOutfit.pak
    4) run Ishtar.exe, go to Options in the top left and untick everything, only leave Enable Scan Merge ticked
    5) select Browse (three dots) on the right side and browse to the folder Ishtar.exe is in
    6) click Merge Data Tables at the bottom of the window and the log will say "Found 0 packs for merging"
    this seems to be normal behaviour, first time you run Ishtar it'll create some necessary files but won't merge any mods
    unless perhaps it was ran from the \\CodeVein\Content\Paks\~mods\ folder to begin with
    7) close down Ishtar, then run it again making sure that under Options only Enable Scan Merge is ticked
    the Mods Folder Path should be automatically filled in this time
    8) click Merge Data Tables at the bottom of the window and the log will say "Found X packs for merging"
    where X is the number of standalone clothing mods it'll now merge
    9) once that's done you'll see messages like "Found 0 paks" and "no paks found, skipping merge" both of which are false, don't worry
    10) the log will also say that a newly generated pak file is found under \\ZZZZZ-MergedPatch\ZZZZZ-MergePatchP.pak, which is also incorrect
    11) a ZZZZZ-MergePatch_P.pak file should now be created within the same folder Ishtar.exe is in
    12) copy all standalone clothing mod pak files, and the ZZZZZ-MergePatch_P.pak under \\CodeVein\Content\Paks\~mods\
    this step is not necessary if in step 1) you decided to do everything in the \\CodeVein\Content\Paks\~mods\ folder
    13) start the game and you should now see all standalone clothing mods listed underneath the default 8
    14) if in step 6) you experienced the "Found 0 packs for merging" error then Ishtar has created an Engine folder one level above
    feel free to delete this as part of the clean up process

      Looks like the folder is being created for me, but it's not repacking the folder into a .pak file. 

      Nevermind, the tool automatically dropped the .pak file into the mods folder.

    what does "Nested Merge Pak" option do?

      Nested means it'll be placed in a sub folder so like "~mods\ZZZZZ-MergePatch\ZZZZZ-MergePatch_P.pak" this is required for the patch to override mods installed with vortex, this was the default before but i added an option for people that don't like vortex to not add the extra folder.

      good to know. I asked because the tooltip for that option is duplicated from "Partial Merge". other than that, great application, thank you for your hard work.

    i download and run all my mods through vortex mod manager will it still work or not im new to modding and pc gaming as a whole

    Please for the Love of god someone anyone help me I've literally done everything I can to try and get any and ALL of your mods to work following your directions to a T for installation even tried installing via Vortex and Manually and the Ishtar thing is what I assume is the problem I don't know if I select the wrong path I'm certain I haven't but I select the folder labeled "~mods" does it need the "~" I don't know but nothing seems to work I used the Ishtar and it just says no packs found

      go to options in ishtar app and unselect everything other than enable scan merge

    OK. Vou explicar como fazer isso funcionar para quem estiver com dificuldade. O passo 5* em diante só é necessario caso algum mod do Moonling não esteja funcionando.

    1) Instale o Ishtar e o Blueprint, e todos os mods do moonling que você quiser usar.

    2) Abra os arquivos Zip que você instalou e envie-os para a pasta ~mods. Se você não a tiver, basta criar ela bem aqui C:\Program Files (x86)\Steam\steamapps\common\CODE VEIN\CodeVein\Content\Paks\~mods

    3) Abra o programa do Ishtar depois que envia-lo pa a pasta mods. 

    4) Com a janela do Ishtar aberto, selecione "Options" e deixe somente a opção "Enable Scan Merge" selecionada, e então basta clicar em  "Merge data tables".

    Agora, a maioria dos mods do Moonling devem estar funcionando.

    Agora, caso algum mod não esteja funcionando. No meu caso, era o mod "Eye Glow Control For BP Loader".

    5) Com a janela do Ishtar aberto novamente, selecione "Make .ishtarpatch" e procure o mod que não estiver funcionando(por exemplo, o mod do Eye Redux), selecione o mod e clique em "Abrir".

    6) Agora, basta repetir o passo 4*

    Pronto.

      OK. I'll explain how to make this work for anyone who is having difficulty. Step 5* onwards is only necessary if any of the Moonling mods are not working.

      • Install Ishtar and Blueprint, and all the Moonling mods you want to use.

      • Open the Zip files you installed and send them to the ~mods folder. If you don’t have it, just create it right here: C:\Program Files (x86)\Steam\steamapps\common\CODE VEIN\CodeVein\Content\Paks~mods

      • Open the Ishtar program after sending it to the mods folder.

      • With the Ishtar window open, select "Options" and leave only the "Enable Scan Merge" option selected, then just click on "Merge data tables."

      Now, most of the Moonling mods should be working.
      Now, if any mod isn’t working. In my case, it was the "Eye Glow Control For BP Loader" mod.

      • With the Ishtar window open again, select "Make .ishtarpatch" and look for the mod that isn’t working (for example, the Eye Redux mod), select the mod and click "Open."

      • Now, just repeat step 4*.

      Done.

    Hi, please tell me what the problem could be. I did everything according to the instructions, I press the button, and it gives me this message. Maybe I misunderstood something, do I only need to press "Merge data tables", or do I need to create a patch after that?In any case, I tried both ways, but more than one costume does not appear in the game =( please help, I want to have a lot of beautiful clothes)

    Anyone know how to get this to work natively on Steamdeck or do i have to do transfer stuff?

      hey so i used the 1.6 version and made a link to the ~mods directory on the desktop then i add the ishtar.exe to steam and used proton ge latest and ran it once open navigate to the you made then run the merge.

      So I've been trying to get it to work but every time I hit merge it closes and doesn't do anything. This happens with both 1.6 and current. I've placed the link to the mod folder and everything.
