Hi, hope you help, I really like the look of this map could you please help me trying to install it. I bought the game through steam, and no matter what i do i can seem to see it in the game.
I have placed it in BeplnEx plugin and seems not to work.
I have also found Maps folder in steam for CS2 and again it still doesn't appear, I have extracted the full file into the maps it did not work and then I just placed the COK file still did not work. I have restarted the game several times when I did both and still nothing.
I have read the readme file. and i do not have the AppData/LocalLow/Colossal Order/Cities Skylines II/Maps hopefully its someting simple.
You are the last person I'm going to explain this to out of courtesy.
In the readme and on the post description I note for installation instructions: "If maps doesn't exist in this folder, create one"
Place in the directory I listed, create the maps folder if it's not there. Do NOT put it in the steam folder for maps as it won't work. It must be placed in the appdata directory of CS2. Regardless of version. This means, create a maps folder in that directory. It's the same for all maps you download. It does not nead to be in any other folder except for the directory I listed.
Very simple to read the clear directions. 😁
Hope that helps. Enjoy! Hopefully this clarification doesn't come off as too stearn. Just hoping you enjoy!
You have to reach the next milestone, milestone 2 I believe, which is small village to receive permits.
My theory as to why it's doing that is I set the starting tiles larger than the default tiles on vanilla maps, so it probably takes that into account after the first milestone, it's probably taking it from your permits since the game wants to limit you to a certain amount of permits and tiles.
Try getting to the next milestone. At small village you should be able to get more permits. I recreated your issue but was able to get more permits at that milestone.
Typically I play with unlock all (I hate milestones), so it's not something I picked up on. But it's likely because of the default tiles I set being bigger than what's normal. I also play with the mod that lets me just unlock the entire playable area for free. I have zero clue as to why they restrict your amount of permits in the first place to not include the entire playable area.
Hopefully that solves it for you, and if anyone else encounters the same issue, I hope they came to that conclusion. Not an issue I would have expected, but makes sense.
So again, just move onto the next milestone and you'll have more permits I promise. Just think of it like you're starting with a negative permit balance because you're also starting with more tiles than vanilla.

I used a lot of the parameters and tutorials in the discord modding group for CS2, they seem to have worked out the scale nicely.
I just tested it this morning and I'm not able to recreate the issue you're describing. I'm still able to purchase tiles.
Keep in mind they may be more expensive than usual because of the abundant resources.
