i don't use vortex or any mod manager and i don't know where to drop the file manually .... i put them into C:\Users\user1\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods like previous harmony mod is not work... is this a some kind a patcher or?

pretty much like any other mod. just extract and put it in the folder where you put other mods. just to be sure it works try putting 2.2.0 version if it gets detected by game then you know that's the folder then you can try the new one the same way.
