To anyone who is still lost when they see files like this:
This is for a program called Reshade. Download that first, then run the setup and choose BL2 from your list of games. Select Direct3D 9, then select the standard and sweet FX packs. Once that's done, go to your BL2 directory, then Binaries, then Win32. You should see 3 new files here, and one of them will be Reshade.ini. Paste Flipyap's Reshade .ini file into this same directory, and then run BL2. In the top left corner of your screen, you should get a message that says "Reshade has installed successfully!" The tutorial (activated with the Home key) should help you from there.
Sometimes, a Reshade or ENB will look strange because certain in-game effects aren't meant to be turned on. Given how Flipyap didn't provide any info, you're kind of on your own to experiment with things. For this one, try turning off Ambient Occlusion (seems to cause major contrast/glare). Fiddle with other things if it still doesn't satisfy you.

If only you'd included install instructions. The screenshots look nice.
