WHEN YOU DOWNLOAD THE FILE, THERE ARE TWO FILES, ONE CALLED EMPIRE PLUS, AND ONE CALLED THE OUTER RIM. INSTALL THE EMPIRE PLUS FILE LIKE NORMAL, BUT WHEN YOU DRAG THE OUTER RIM FOLDER INTO MODS REPLACE THE FOLDER WITH THE NEW ONE AS IT REPLACES THE EMPIRE CREATURETABLE
