   To use in u11b3 go to the mod's manifest.json and change the numbers in the GameVersion line to 0.11.0.0, but don't remove the quotation marks.
   This is also applicable to many other weapon mods

   it's not in-game the file says its an internet explorer file and when I add it to the mod folder it doesn't work
   is there a file opener that is missed or I just can't use this mod

      did you download the actual file or did you accidentally save the mod page as an HTML? When you download the mod you get a .rar file you unzip this and then put the folder you get into the mods folder. Alternatively, you could use nexusmods' mod launcher Vortex which makes installing mods less of a hassle.

   There's a bug where once I put it on my back I can't ever take it off until I restart the game.

      which version of the mod are you using? Because I knew the bug was there in the 0.1 version if you are using 0.1 or 0.2 try updating to 1.0.
