Equip the spell and press trigger to freeze/unfreeze time. Everything except those damn birds get frozen, and yes that even includes that tiny flame on the candle in the player home. Any force added during time stop is exerted when you start time again. Velocity is saved as well, meaning something that was thrown will continue to be thrown after going through the time stop. Items and enemies can be grabbed while time is stopped, and enemies will not try to attack or anything.
