This mod just does not work, at all. I removed every mod, and it still didn't work. if it worked it would be amazing, but it does not. along with the half life 2 voice pack too.
After playing some more, the voices do actually show up, just very rarely. I also have the sample voicelines mod installed, in case that has anything to do with it.
If those are the only two voicelines you have, the sample will appear more often than the scientist. You can change the chances of it appearing in its VoicedCreatures_Sample JSON file. Just change the probability to a lower number and you should be set.
I installed it manually, without any other mod except for the custom npc voice framework, and it still doesn't work. Other U9 voice packs work, at least those I tried: TF2 voice pack, and your other voice pack, half life 2 citizen voices.
No, I download all my mods manually. I even uninstalled all the other mods, and reinstalled the game. And it still did not work. And yes I had the voice framework newest version. Yes I know there is a bug where vanilla voices slip through regardless but there are no scientist voices whatsoever. There are no custom waves either.
Please try installing the mod yourself off this page and testing it, multiple people are obviously having this problem.
I tested it just as you asked and I can confirm it works just fine. So its clearly a problem on you and those 'multiple people''s end. My advice would be to ask for help at the B&S modding help on Discord.
Check for any mods that might be causing conflictions and also check to see what wave you're playing with because with custom waves some custom voices won't come through. Otherwise there's been a known bug where the vanilla voices slip through every now and then regardless.
