Don't really know the much about the developers of B&S but given that it is an indie game, I imagine it's not that many, if at all more than one dev from the sound of it but if that is the case, I wholeheartedly agree.
Given the amount of success B&S has had as one of the few very successful full physics sword & magic VR games (Not to mention the mods that have converted this game into f#%king Stars Wars and or John Wick VR), one would think the dev(s) would be pushing development full steam ahead. That and because of mod development, a lot of modders know a lot of the coding of this game on so many levels whether it is voice packs, gameplay mechanics & engine physics, skins, etc.
One would think that the dev team would open up a "volunteer/career program" to incorporate certain modders work into the official game whether it was optional or helped add content to the game as long as the modders worked with the dev's to polish whatever may be implemented.
I get that it can be difficult and very time consuming to review someone else's code and some developers like to make sure they know every aspect of their game to prevent conflicts in further updates, especially with messy coding but still, I feel that this game has a massive amount of potential to be so much more than what it is (which don't misunderstand me, it's still good without mods and amazing with mods) in terms of the vanilla version and I would hate to see the dev's slack off consistently for the modders to pick up the slack of filling content voids and extra mechanics/features.
To the best of my knowledge, dual wielding has been around since at least version 7. The Outer Rim mod by Kingo64 allowed for Jedi and Sith to dual wield lightsabers. My mod is simply a modification of his.
Can you add a version without the 360 jumping attack? This attack is unblockable, uninterruptable and often causes alot of damage as they clip into you.
