I'm not even gonna pretend this is not a cashgrabby reskin of Bond Wire, so that mod is required, as basically uses the same code.
There are some options in "Item_Weapon_Webshooter.json", (like disabling the line helper) give it a look if you want to tinker with the values.

How to use
- Select "Web Shooter" in your spell wheel. This spells works with or without Spell Injector.
- Press cast to webshoot!
- Press the spell wheel button (touchpad with Index) to shorten the web, impulsing you.
- Press the grab trigger to grow the web, giving you a bit more space to manuver
- Attach to an item or an enemy to be able to pull them. If you pull a held item, you will steal it.
- Press the spell wheel (touchpad with Index) twice in a row to show the spell wheel.
