I don't know who Poptart Ninja is or what any of his changes are or which of them are in this mod or not. I have absolutely no idea what this mod does. Rebalance stuff?
It's supposed to be a complete overhaul for people who follow poptartsninja's play-by-post BT campaign on Something Awful (https://forums.somethingawful.com/showthread.php?threadid=3859333), thing is though, the stat overhaul in that campaign is actually pretty substantial and porting it to HBS BT is an insane amount of work. It's almost a complete redesign that happens to use tabletop BT as a foundation.
I haven't dl'ed this mod because PTN's campaign stats change *everything* and the mod looked like a work in progress. For example, all Lasers were replaced by, essentially, the Re-Engineered Lasers from TRO3145/TRO3150, meaning medium lasers weigh 2.5 tons but deal more damage and have an accuracy bonus (in this respect, not unlike the accuracy bonus Lasers got in HBS BT). Other sizes of Laser also function more like their REL equivalents, too. LRMs now function like clusters of Thunderbolt/5s. Autocannons all have many multiple ammo types. And there's a Front Mission-style armor system, in that "default" armor is split into laser-resistant, ballistics/melee-resistant, and missile-resistant (in tabletop bt the different armor variants all have drawbacks in some way compared to default or Ferro-Fibrous armor, in PTN's campaign they're all "default."). With specialty armor like Stealth or Heat-Radiating filling out the remainder.
Also, a bunch of the revamped stuff included Clantech, as the campaign's revised stats came with a timeskip that saw the IS reach parity with the Clans, and so Clantech stuff isn't necessarily better, just more specialized.
It's all very ambitious, and porting it over is an endeavor on the scale of some of the other overhaul mods. As for this mod, I'm mildly curious but I'll wait to see if the modder is up to the task of making a full overhaul. I also understand if none of this sounds at all appealing to people who don't follow the pbp thread.
