Reset all skill progression to 1 and refunds XP. With options for cost and Argo upgrade requirement.

It operates by Shift-clicking on the Skills tab in the barracks.
There are options in mod.json with these defaults:
cost: 500000 // integer value
onceOnly: true // (per pilot)
trainingModuleRequired: true
