The bad news is that BTML is not up to date as of this post and so you will need to manually copy/paste the modded files into the game folder. Updates to BTML will be posted here: https://github.com/janxious/BattleTechModLoader/releases
Fortunately, this is a relatively easy thing to do, but be aware that you will need to backup or verify the game's files to undo the changes after.
The game files can be copy/pasted into the following filepath: C:\Program Files (x86)\Steam\steamapps\common\BATTLETECH\BattleTech_Data\StreamingAssets\data
I have not had time to fix the tooltip descriptions, but this is a very minor bug that will have no affect on gameplay. Expect an update that fixes this later in the week.
I'm aware of the inbound changes coming with the 1.3 patch.
At this time, I'm not certain how much I will incorporate these changes into how this mod works now. I like the "idea" behind the changes made to Bulwark, but I'm also not keen on the changes to Evasion and the addition of Coolant Flush (I would have rather they just rework Juggernaut to not suck).
I might also release an optional "legacy" version that retains the original set as described here.
It seems like how abilities will work is still not 100% finalized so I will have to wait on making a decision until after the patch goes live.
I have not experienced this despite converting vanilla savefiles to modded and back again. Is it possible you are using another mod that also changes tactics abilities?
I am having this problem too. It might only be in effect if you start a new game as opposed to loading a save. Might want to consider investigating that potability. I'm using the BTML version FYI.
I have tried to recreate this bug, but after starting a new game and leveling Dekker, the bug did not occur for me. All skills seem to function correctly for me.
Unless I can get more specific information, I must assume that it must be some mod conflict or file corruption on both your ends, Morthe and Betrix. Are you running any other mods?

I will be going out of the country later this weekend, but hopefully it should continue to work for everyone while I'm gone.
