Seems this is outdated now, but I wonder... Would this break the map seeds, or significantly alter what theyd normally have like citadels with smelters/furnaces?
It won't cover everything this mod does, but you can try messing with scripts "world" and "world_settlements". World for size, Snowline and also water ratio and in the end of settlements script there is exact number of settlements by type you can edit. You can take both from "big world" mod, but you'll need to replace "highlands" to "tundra" in scripts. I also tried to mess with noble houses but it cause some troubles for me so I decided to delete that part of modification.
