When you said "as if shield wall was used the previous turn, including fatigue costs" did you mean WITH one turn worth of fatigue restoration, or without it?
G'day mate. There was conflict between this mod and Legends due to both playing with the tactical entity manager. It was resulting in some bug reports and I couldn't see an easy way to resolve the conflict. So I've come up with an integration, where shields up becomes an unlockable ability
