      i ddont think modder wil do that becvause its very different making a retextur and importing models !!

      i don't know if its possible. If it is i wouldn't know how to do such thing, this is just a simple retexture  of the already in game models

   Could you do this but with police officers? Specifically for when I'm playing as Harley in free roam?

      I'm not sure how it would look. I can recolor the rioters/thugs and give them a badge and swat or gcpd logo. If this is fine with you I'm glad doing it

   I've used TFC before so I can't tell if this is something I'm doing or something with this mod but I get an error when I click update Batman Arkham Knight says "unable to read beyond the end of the stream"
   
   EDIT: I was still using the old version, I didn't realise there was a newer updated version of TFC
