    This overwrites the entirety of the rulesets file, right? So it would be incompatible with other mods that change those?

      Yea, any mod that modifies the same file as mine would be incompatible.

      It's safe to install, but I'm not sure if the settings would apply.

      They do not. But yeah, totally safe. Probably mostly _because_ it won’t apply anyway ;)
