I am new to ReShade. Installed it just to run it with this mod. So, with that as a background I'd like to request that you tell me *where* to place your settings .ini file. Should it go into the folder Baldur's Gate 3 > bin > reshade-shaders folder or somewhere else? (I have not finished reading all of the ReShade guide yet so if this is a stupid question I apologize.)

That is addressed on the ReShade website. I installed it and it seems virus free, and the reason it is flagged as explained at ReShade makes perfect sense.
