It has a fairly low chance to work on her, but if you either boost your spell save DC enough or try it enough times that she fails all 3 saves it will work. there is a YouTube video from a channel called "HalfBreadChaos" that tested it with Flesh to Stone.

No, you can't pick up the statue, the NPC in question becomes immobile, can't act and can't be cured of the condition since the AI just doesn't cast Greater Restoration or anything like that. It lasts forever so you can use several Long Rests worth of Lv 6 Slots to disable several enemies of a fight.
It basically disables any NPC or enemy you want without you being in combat, for free (except the spell slot/scroll), as long as you pass the Stealth Check.
How far out of the question would it be for a mod to do that? I'd imagine, perhaps on pickup or petrify, generate an item with the NPC's info in it, when placed spawn out a lookalike NPC.
What I don't understand is how you can petrify someone that you're in combat with and the combat doesn't end after that npc has been petrified. Do you know of any way to get around that? Dominate person ends combat, but petrifying someone doesn't? What is the statue going to do, stone the PC to death?
I think the reason why Dominate Person ends combat and Flesh to Stone doesn't is because with the latter, there's no more enemies (the dominated person is considered an ally) and the combat logic for the game checks every turn if there's any enemies left from your perspective. Since there isn't, combat ends.
Whereas Flesh to Stone, NPCs that are Petrified are considered "restrained" technically. It could be the case that one could manipulate the logic of the game by making the Petrified Condition be "incapacitated" or "knocked out", maybe that'll make it so the logic works the way you want it to.
Now, full disclosure, I don't intend to work on this angle right now, and no promises in the future, but it could be interesting :)
Speaking of spells drawing aggro, one potential buff for True Strike could be making it able to be cast without starting a fight. That way, at least rogue can get some use out of it.
