This mod doesn't touch feats.xls or featdescriptions.lsx, which is what's used by mods like feats extra to add more feats to the game. More frequent feats should only be adjusting the progressions.lsx file, which affects what classes gain for each level among other things.
To be safe, I would say load this mod below feats extra or more frequent feats in case the author decided to include the information for dungeon delver within them.
