Put more emphasis on shields and heavy armor as the best source of AC

Armor tiers don't make much sense when medium armor is as good or better than heavy armor in most circumstances.

Armor class (AC) is essentially your chance to be missed by an attack. Attaining high levels just results in a "miss-fest" which isn't very challenging or interesting. Negating attacks more often should be reserved for those who go all-in on defense by using shields and heavy armor, or nearly replicated by lower armor tiers who invest heavily in dexterity. 

Overall, the mod should result in a small difficulty increase. Choice of armor, shield, dexterity, and elixirs or spells giving AC are now weighted more heavily.

This mod alters vanilla armor data, other mods who do the same could conflict.
