maybe The ability to toggle by character would also be helpful. Combat usually hinges on what I do with my PC, and so rolls that have nothing to do with my PC are usually not that important.

I think the system could be easily configured by something like toggleable passives, for example https://www.nexusmods.com/baldursgate3/mods/1304 has one where it only removes the bonus action if toggled on.
This could allow for various conditionals to be placed checking for what's toggled on. A number of toggles on the wizard for various things like attack rolls, ac rolls, saving throws, etc.
Probably overkill but it would even allow for per-member toggles, technically (if you didn't want your clerics (ranged) crossbow attacks to trigger, for example).
