Sorry for the late response. I haven't played BG3 in a while or looked at this mod but it only uses a few basic (but effective) ones. You only need these two packages:

Visually, yes you'll definitely notice it. Think of it as putting an instagram filter over the entire game. I feel like it looks a lot better, but you might find a different reshade preset more to your liking.
If you mean performance-wise, it probably won't make a noticeable difference. I was maybe seeing 1-2 FPS drops but it's really hard for me to tell because my PC runs the game at max framerate even at 4K ultra settings.
Most reshades will cost a few FPS at least, but this is a VERY performance-friendly one.
The main thing you'll notice upon first use is a very long launch time. Once you get to the main menu, press "Home", enable the preset by selecting it from the drop down, then after you enable it you can click the Performance mode button at the bottom of the reshade window. That'll reduce launch times.
You can also experiment and tweak it by toggling certain effects on and off or moving the effect sliders around.
This is essentially just color grading and my attempt at HDR for SDR monitors so it shouldn't have any noticeable effect on FPS. Maybe 1-2 FPS in extremely hectic scenes.

*Edit - The reply below was for version 1.0 and doesn't apply to the most recently uploaded files, which essentially has NO performance impact.
I run the game at 4k max settings and it drops 3-4 FPS (maybe?). It's hard for me to tell... Sorry.
