There are 3 identifiable light levels, Clear, Obscured and Heavily Obscured. Here it needs Clear (which is the same as to say "not obscured"). In some places, the ambient light level is Obscured, so the effect won't trigger unless you illuminate the target.
Any chance the Spear could have the Finesse tag added? My favorite build to use for Shadowheart is a Dex-focused Str-dump, using a Finesse weapon and a shield. Finesse also seems to be a common addition for some of the other Spear of the Night mods in addition to standalone Selune-themed mods like Selunite Weaponry. Otherwise, I really like the abilities added here, especially the Lunar Blessing. Endorsed.
This could be a mod conflict or something on my end, but Finesse is definitely not there for me; it doesn't show as a weapon property nor does the Spear use the Dex modifier like other Finesse weapons do.
Also, this could just be an old screenshot you used, but the image of the statblock of the Spear on this page doesn't have Finesse either, so there could be a bug here.
It would be cool if the radiant retort bit, worked with the weapons base radiant damage. That way the spear can always work, then you can use the spell to allow ally's hits to also work.
It's pretty much what it does, the aura removes these effects, then any radiant damage can be used safely, by you or you allies, whatever the source is.
