No it doesn't, but perhaps you have something that edits Lae'zel in some way, which includes in its files her default hair, and that's overriding this mod.
Yes, you can use AEE to do this. However, this replaces her hair from the get go so you don't need to edit her in game. Also, if you edit Origin characters with AEE they don't get their actual true colouring on anything; hair, skin, eyes etc. It just gives them a "close enough" match. You need a separate mod to restore their unique colouring, "origin colours unlocked" on top of AEE and the AEE Origins patch. And even then, it doesn't restore true hair colours because it doesn't fix their highlighting/greys.
So in summary yes, you can do AEE to change Lae'zel, but you won't get her actual unique colouring by Larian. With this you do, as it changes her default hair file.
Bless you - I've wanted the Luskan Plume for Lae'zel since early access, and while I CAN use the Appearance Edit Enhanced mod, that first cut scene on the nautoloid without it always annoyed me! Thank you so much.
