I'm wondering if the Tweaks Anthology fixes for this are the better option, or is this a different fix for those items?

From the readme of the Tweaks Anthology:
None of these options will interfere with items that provide visual effects for creatures such as ghosts or from time-limited effects from spells or limited-use items.

      • Remove blur effect will remove the blur effect from items such as the Cloak of Displacement and The Claw of Kazgaroth.
      • Remove spell trap and reflection effects will remove the huge glowing white wiffle ball animation for the ToB Cloak of Mirroring as well as the glowing disc for physical mirror effects (e.g. Balduran's Shield, Shield of Reflection).

The main difference is that with my mod the sound and visual changes for the globe and the disk effects will be global for all items and spells that use those effects while the Tweaks Anthology will only remove them from those items.  Also my mod changes the transparency of these effects while the Tweaks Anthology doesn't.  The blur effect is removed from the two items the same way in both mods.

Besides being unable to see my characters with the blur or globe effects all the time what I found most annoying and the main reason why I made the mod is the sound of the globe effect and the difficulty selecting or targeting characters that have the globe effect.

Nice.  Seems to me a better choice then.

Are there any compatibility issues with any other mods that might mess with those specific items and/or spell effects?  Need to be installed before or after anything?

It would depend on the mod and how it changes those items and effects, but I think there shouldn't be any issues so whichever mod is installed last will take precedence over handling those effects.

      Thanks.
