I played for a few hours testing and it seems that it made no difference. my fps keeps varying between 42-58. but thank you very much for trying to help
I'm using the Ryzen 5600x and 1060 6gb with 32gb RAM version on my system. (it's a i7-10700F, with 32gb RAM and a GTX 1660 Super (with 6gb)) Been playing a lot this weekend (prob 24 hours ish). It's helped. I'd gotten used to a CTD about every 2ish hours due to something Alabama related, and at least every hour (if not 2-5 minutes after starting the game...before Loading last save completed) due to Graphics running out of RAM. Over this weekend, I've crashed twice thanks to something Alabama related. and Not once due to running out of graphics memory.
(Mind you, sometimes the animations in the cutscenes kinda remind me of old clay-mation movies...but a lot of the animation is only slightly better to begin with in this game. I'm enjoying it, but it's so not the quality I've come to expect with NV, Outer Worlds, or either PoE.)

I saw your recomentations for the user with the 3600, so I was wondering if you have recomendations as to changes i should make to this engine ini for my system Additionally i noticed underwater objects look very low resolution when viewed from above water. do you know what setting affects that?
I've tried to create a dedicated file for your processor, which also attempts to address the low resolution of underwater objects. This is an issue I personally haven't noticed.
You can find the file in the optional files section. I couldn't test it myself since I don't have the same processor, so I'm not sure if it will be an actual improvement or not.
Unfortunately, I can't say exactly how to restore the loot shimmer because I don't use it and didn't realize I had disabled it. I've tried several modifications to the file, but I can't determine how it was handled during development or which specific option affects it. The only option I can suggest, though tedious, is to start with a clean Engine.ini and gradually add settings until you find the one that makes the loot shimmer disappear.
The FPS drop you're experiencing in towns is likely due to CPU architectural differences. i7 8700 and Ryzen 3600 handle multithreading and parallel rendering differently. Some settings in the file, like shadow quality and thread priority, are optimized for Intel CPUs and may overload Ryzen processors differently, especially in dense urban areas.
You can try modifying the file using these settings, clearly reducing the overall quality slightly, and the situation might improve

base game i get 40-60 fps, with this i get 50-70
dlss balanced, view distance high, everything else medium
