yes, you can either swap out the textures while keeping them roughly the same shape, from what I worked on in the past vegetation is just leaves with opaque backround. Tho if you'd want to change the shape you'd have to probably rip the model and change the uvs.
I think the developers did not have time to finalize the vegetation, it looks quite standard. The corresponding mod could significantly transform the game. I just don't know who could do it..
From what I understand they started working on the game or at least parts of it around 2012, it was more likely just design choice or conflict of interests where the devs couldnt agree with the director or the lead or something like that. Also possible they used premade foliage from unreal and was changed out last second due to lighting/models upates in engine or just had a limited selection at time of dev, pretty sure I recognized assets from the store in the intro of the game in the boat ride section. cant say foliage is exactly something im passionate about so I wouldnt be the one lol.

its not hard to do, but it does take some to learn how to do it. i'd look up smoovers or junior on youtube, they show how to mod multiversus and back 4 blood which are unreal engines games.
