I am a little Confuse. Could you help please. I Need to Make George Smith - Beryl O'Mara and Artur Gasparov to be Expert Difficulty (EXPERT Level) 3 stars (how to change to Highest Value?) to do so.
Also Is Points 25 value the Highest? is there a Maximum?
This doesn't make them 3 Star (Expert); you can increase the value as much as you want and they will stay 2 Star (Normal).
What this mod does is that it doesn't change the difficulty of things such as the AI but rather the way the game calculates and perceives the difficulty of the game as a whole.
So if you want to play with 2 Star AI's and make the game think they are worth more, you can just increase the point value to 20 for each. But this will not make those AI's harder to play against as they will still have 2 Star AI Profiles.

Silly Question.. Is There a MOD that can Change AI to 3 Stars and make them Harder?
