About this mod
This Mod makes Commuter Piers and Public Moorings buildable on water, i.e. they do not need to be built directly on the coast anymore, but can be pushed out into the harbour area.

Commuter Piers in the Old World, the New World, Enbesa, and the Arctic can now be built anywhere in the harbour area, without the need to touch the coast. They still do require a street connection to the Harbour Warehouse however.
Public Moorings and Tourist Moorings in the Old World and the New World are now also freely placeable within the harbour area. They do not require a street connection.
This will give you a bit of extra freedom when designing your harbours.

Building Commuter Piers in any region but the Old World and Cape Trelawney requires separate mods, as does the construction of Tourist Moorings in the New World.
