    You seems to be the only person making mods for this game.  Do you think there is a way to increase capture chances for surrendering vessels?

      Board them.  Dunno if a patch came out after you posted this, but non-mission ships will be captured if they surrender to boarding now.  Super profitable with frigates an up if you have a good place to sell them.  Can be a good source of parts too.
