      3.1 only change is this
      Tome of Amplification > Amplified Arrows: Damage Reduced to +2 Lighting and decreased the Physical damage penalty to -1.

      i forgot to add that, all other arrows are nerfed in 3.0 (as will be in official Watcher patch)
