it is on slot one :) BOTH skills are. Its just graphically later on tree, but in reality you can take both skill at the same time. Its too much of work to change graphics, and not necessary. Just take skill as usual when it unlocks (it will be very early). You can check progress on mouse over tooltip

If you start with a Nature tome, you really want to take that before you pop down city 2, so it really wants to be on slot 1.
As an aside, I don't see these mods on the Steam Workshop. You should really consider adding them there as the Nexus for AoW4 is pretty dead.
