This is a recreation of F-15D Eagle USAF Serial 86-0182. It appears to have been a rather popular bird given how many photos exist of it. 86-0182 was one of the first two Eagles delivered to RAF Lakenheath's 493rd Fighter Squadron "Grim Reapers" in the early-mid 1990s and served a long tenure being flown until late 2014, when it unfortunately crashed and was written off.
This skin depicts its appearance approx. 2014, with its particular camouflage pattern recreated according to contemporary photographs (no pattern on the right stabilator is intentional) - personnel listed on the aircraft also correspond with timestamped photos, to my knowledge. It also carries the USAFE insignia on the vertical stabilizers, as well as 48th Fighter Wing & 493rd Fighter Squadron emblems by the intakes.
As a tidbit, the 493rd FS has since retired their Eagles, and as of now they fly the F-35A Lightning II.
