Complete re-write of the original mod.
I reached out to the original author with no success, and spoke to Fox who already had permission to rewrite it and he gave me permission to do so.
This mod will be taken down if the original author wishes it so.

Complete rewrite of the original mod, only thing that stayed the same were the actual quests. Everything else uses conditionals to add Gears options so users may configure the mod as they want.
A lot of users requested more configuration on the nexus posts, so that's why this Gears Edition is here. 

Gears is required for this mod to work. Without it installed you wont be able to access any of the configuration and the mod will behave with mostly default values.

Added in the following options;
-ability to skip intro buried supplies,
-change times on restore-power quests,
-change the required number of quests per tier,
-quest tiers can go from default 6 up to 10 (configurable)
-include background stories which had been removed in v1 (something which i may expand upon, or include if others wish to contribute to its develpoment), 
-ability to reset quests,
-ability to hold unlimited quests in a day,
-ability to make the vanilla quests progressive so they increase in difficulty beyond their POI tier (needs testing and feedback, might be too difficult atm)
-added localization so that the text shown in the trader offer window is standardized,
-and added compatability for other quest mods,
-every option is something you can turn on-off in Gears. As well, there are several trader window improvements included in the code.

Compatability; this mod was tested alongside a lot of other popular quest mods and no issues were found at all. Some compatability was built in, however the point of making this rewrite was to make it compatible from the start by changing the code methods.
There is also a server side version for admins which does not require Gears, but must be set manually in xml.

Incompatibility; Unlockable Navigation modlet, needs testing. All UI mods, especially SMX, will completely break this mod as they usually change a lot of the trader windows. Loading this mod last might fix that but is untested.

Roadmap; I may include some more specially designed quests myself (time provided) and based off the new types added in by SCore, although might be better as a separate modlet?
