Added tire pickup
Added recipe for wheels with tires
You're now able to pick up tires that are found in the world. (Not tire stacks though)
There is a new recipe to craft wheels with the tires that you have picked up. As you already have a tire, I've removed the need for acid, polymer, and coal.

This should make it much easier to make wheels in your worlds.
This modlet only needs to be installed on the server-side.
