Yeah I agree. I opened the .xml to see if I could figure it out but honestly in theory looking at his code you'd expect it to work. Not sure exactly why it doesn't.
Your Mid-tier download is double-foldered with the interior folder labeled as the "low tier" version. It'd be nice if you re-uploaded it to be a single folder with the correct file name. That extra subfolder tends to make mods not work and not a lot of people figure out that they need to remove the extra "middlemen" subfolders.
There's been something I've been trying to figure out. Does each trader have their own job list, or is it a shared pool? I guess what I am trying to figure out is if this gives a set amount of perk point total, or can be used to eventually get every perk in the game. I like your system, I just want to make sure this can get you the last 51 missing perk points to get all the abilities if you are dedicated enough to max level and do this as well.
I believe that it is a shared list. When you finish one set of tier 1 quests from one trader, other traders begin offering tier 2. Also you can only receive each of these rewards once.

Tier 1 =1 Skill Points
Tier 2 = 1 Skill Points
Tier 3 = 2 Skill Points
Tier 4 = 2 Skill Points
Tier 5 = 3 Skill Points
Tier 6 = 4 Skill Points
