Allows players to toggle and just POI lights in survival

You can now turn on/off lights in POI buildings. Want to turn off that bathroom light? You can. Want to turn on that ceiling light? You can. Want that fireplace to have a more orangey glow? You can change it. Simples.
What spurred me to make this, was that there's an old mod that replaces an entire dll file used by the game, in order to make this same tweak to the game's code. That's horrible, and it's outdated. So I went ahead and made the same changes but through DMT, so there's no conflict, it's easy to update, and shouldn't be incompatible unless the function itself is re-compiled. You're welcome.
The .cs file is replete with verbose comments explaining everything, so if you want an example on how to actually work with DMT, this is a good bit o' learnin'.
